Responsibilities of the Urban Transportation Planner
As the Urban Transportation Planner, you will be an essential part of a team of experts working under the coordination of a Technical Adviser. The team will include consultants from various fields, such as Urban Planning, Infrastructure Planning, Data/GIS Consultancy, Economics, Urban Management, Waste Management, Quantity Surveying, Gender Studies, and Youth Studies.
Your primary responsibility will be to lead the theme of Urban Transportation within the project and undertake the following key activities:
- Conduct a comprehensive desk study using existing documentation, laws, policies, and statistical data related to Urban Services and Transportation in the region.
- Identify urban issues based on the desk study and adapt questionnaires and tools for Urban Services and Transportation to the local context.
- Guide data collection supervisors and facilitators to collate existing conditions in the transport system, traffic and mobility situations, land use, street inventory, public transport details, origin-destination surveys, and other transport-related infrastructure.
- Conduct situational studies and analysis of the existing transportation system to define directions for transport improvements and evaluate alternative development scenarios.
- Engage with local key stakeholders, universities, and other institutions for data collection and analysis.
- Prepare the section for Urban Services and Transportation in the city draft profile, including priority assessments and capacity building needs.
- Collaborate with the project team to plan and conduct a City Consultation with stakeholders to agree on the city’s future development vision and priority issues.
- Compile chapters about Urban Services and Transportation for the city profile, summarizing agreed priorities and interventions.
- Transform the visions and strategies developed during the City Consultation into a comprehensive Structure Plan for the city, including reports and maps.
- Prepare projected Transportation proposals for future growth and development in the assigned cluster of cities.
Competencies and Qualifications
To be eligible for the Urban Transportation Planner position, candidates should possess the following qualifications and competencies:
- Education: An advanced university degree (Master’s or equivalent) in Transport Planning and Management, Transport Engineering, Urban and Regional Planning, Geography, or a related field with specialization in transport planning and management.
- Experience: At least five years of progressive experience in research and policy analysis at the local, national, and international levels. Candidates should have experience in project and program management, policy reviews, statistical analysis, and report preparation.
- Skills: Strong conceptual, analytical, technical skills, and GIS experience are required. Knowledge of Nigeria’s urban sector, stakeholders, and the local economy in Abia State will be beneficial.
- Languages: Fluency in oral and written English is required, as English is the working language of the United Nations Secretariat.
